Interview with Alexandr Ankvab, the candidate for the President of RA

Corr. Alexander Zolotinskovich, do you often refer to the help of the Internet?
- When I have time.

Corr. And what are you interested there in ?
- In all.

Corr. Are you somehow familiar with social networks?
- Yes.

Corr. Which do you prefer?
-You know, it is to one's liking at this or any time. It usually depends on the mood.

Corr. In this situation I just represent this community and the first question rating we are having is this: when will officials fill in income declaration?
- When the appropriate legal standard appears.

Corr. Do you think that our officials are ready for this form?
- Of course.

Corr. How many officials are there in Abkhazia, and is it necessary to reduce the state machinery?
- Reducing is not a panacea for the problems, if the officials are not professionals. There must be a very rational approach. And in our case, of course, we have what to reduce, and practice shows it. But everything must be done reasonable. And not to reduce for reducing just for reporting: "You see we are like this, we reduced the machinery," and after it would get worse.

Corr. Do we need a reform of the political system, if so, which one?
- You know, the world experience is very large. We often argue which form of government is more appropriate in Abkhazia: presidential or parliamentary republic? In our opinion, we have quite an optimal form of ruling the state, but I think, we have to carry out serious changes in it. Then it will meet both with mentality of our society and our present realities. Time will come when we may become a parliamentary republic, of course.

Corr. Do you think that it is necessary to abolish the post of vice president?
- Yes, I was thinking about it for a long time. Back in 2006, I said in the interview, that the positions of vice president and prime minister including deputy prime ministers can be reduced. Moreover, I am saying about this after I have already had an experience of working in the Cabinet of Ministers. One could clearly see that many functions simply duplicated each other. And the path of taking decisions in management and their implementation is needed to be shortened, and then this will increase the efficiency of the work in several times.

Corr. Alexander Zolotinskovitch, but here appears the question about the system "Ochamchirsky" - "Gudautsky" ...
- Such questions do not exist. They are invented and they are just excuses. And no threat of usurpation of power will occur. The president, in any case, is the chief executive, but this power must be effective. And ministers do not have to rush between the Cabinet of Ministers, the president and deputies of prime - minister. Everyone should know precisely what he is responsible for. And not to hide behind his duties of a curator and all the rest.

Corr. What do you think about oil exploitation in the Abkhazian shelf?
- Exploitation of oil always causes a concern in the society, and our attitude to it is very serious. Nothing is yet said about the exploitation. We need to explore what we have, and then we shall see if to develop oil or not. Countries located in the Black Sea almost all deal with it.

Corr. What must be done to break the deadlock over repatriation?
- Nothing ever moves from a dead point, if the words and deeds do not go together. Of course this process is going on and slowly. There are many reasons. It is our fault as well as of repatriates. Such a large event needs financial assistance.

Corr. What is your opinion about the village of Aibga?
- I have already spoken on this issue. We inherited it from the Soviet Union, and the topic should be approached very cautiously and yet very quiet. Working groups are formed, the Russian and Abkhaz. They have already held meetings. Now a second meeting is being prepared. Abkhaz group is headed by the member of the Parliament Kvarchia. He and members of the commission are very qualified professionals. I think they will defend the interests of Abkhazia on this issue and other issues too.

Corr. What should be done to raise the village and as soon as possible?
- Truly, the problem is huge. We need huge material investments to raise the village, I mean money. Our village was important. In general, Abkhazia is an agrarian country. 60% of our population has always lived in the village and lives today. We need a system; we need to determine what to continue developing today? Citrus, fruit, vegetables, grapes or other crops? It is necessary to consult with scientists and study current state of agrotechnology with regard to which culture and where it can grow. And to find means in loans or investments. According to our calculations, during two years and preferably five, the village is to be invested with 2.5 - 3 billion of roubles. It means not to give money to someone.
The state itself must rebuild these or those companies. It must take measures to create plantations, and then lease them for a certain period, let's say for 5 years. If tenants do a good job and in their favour and in the state favour, then these units can be sold at a very low price. It is profitable to do so for the state.

Corr. Give the Abkhaz dream in one phrase and how do you intend to achieve it?
- You know, there is an Abkhazian dream, and in fact it is the dream of every human being: it is to live well. To live in a pleasant community, safe, and not to be afraid for one's children and grandchildren. This dream has been the driving-force of everyone, and what is driving me.

Corr. But how will one implement it?
- To work well.

Corr. I have a last question. What is to be done in order the next president, whoever is, would keep his promises?
- He has to work well too. Promises can always hang in the air if they are not realistic. One has to be very pragmatic, considering not only his own opinion but the opinion of a large group of people, professionals and academicians ...

Corr. And today are there any guarantees yet?
- Yes, of course. Why not? We have achieved significant progress since 2005. Today Abkhazia is not that Abkhazia of 2005.
