A modern Formula for Power
24.07.2012 00:00At a recent press conference, the president said he was going to discuss with the Parliament, heads of administrations, and the society how it is best to use the money for the further development of the country. I was mostly impressed by the three-hour press conference, because just this approach lies in the basis of the modern formula of power.
A modern successful state - is the most complex organism in which decisions are taken jointly as well as the body's natural response to external influence is formed by all the parts and functions. Western politicians realized this decades ago and are happy to use this mechanism, since the decision is largely shifted to the shoulders of the society - of course, and the responsibility too!
An idea is thrown into the public consciousness, experts discuss it in different directions, gradually political parties and movements switch up considering if this idea is good or bad, then a wide public, having already reflecting on the material for a thought, expresses opinion by the means of all kinds of surveys. The authority makes a final decision and it can not completely ignore the opinion of the population, and therefore usually tries to find mutually acceptable compromises.
In such a scenario - besides to the main benefit - a number of advantages are achieved, an atmosphere of cooperation arises in the country, the expert community is more intensively used, compelled to be distracted from the purely academic studies, political parties demonstrate to their supporters activity and understanding (or misunderstanding) of a real situation, and ordinary citizens have the opportunity to participate personally (through press) and fully (through surveys, demonstrations, appeals, etc.) in decision making. In general, the whole society is learning to realize and defend their interests.
Such a small country as Abkhazia, which has therewith deep roots of democracy, God himself told to follow this formula of power - and then a stable public confidence arises, without which an effective power is unthinkable.
Then it will be impossible to do such dubious things as the recent "modernization" of the railway, to close the sanatorium MVO which reliably worked, hasty increase of tariffs for mobile long-distance calls, and etc.
