Accounts Chamber of the   Russian Federation after checking  the use of budget funds for financial assistance of Abkhazia pointed  out to violations of fiscal discipline on  the total amount of 143.3 million of  rubles. It is also reported that the implementation of allocated funds is slow and makes up 46.6%.

         Ordinary citizens will consider it as an emergency case! According to the information  of press-service of the Cabinet of Ministers, the government suggests  it AS something inessential, and the conclusions of the   Accounts Chamber  been biased. Let us suppose that the Accounts Chamber of the Russian Federation is not right in all, I agree that the delay in financing  naturally delays  the start of work, and  in fact some  cases  have been referred to the  General' Prosecutor  Office. But it is better to explain   to  the citizens correctly through  concrete facts from the TV screen than to extend limited information from which people understand not a lot.

         More obscure looks the answer of press service of the Cabinet of Ministers to the  Raul Khajimba’s comment in the "Nuzhnaya Gazeta" with  a rather  questionable humor and  almost nothing per se.
The inability to explain their achievements and failures is a system error of our authorities. A recent extensive press conference seemed to lay a new trend - to communicate directly with people, without avoiding to discuss any topics. But the situation with the report of the Accounts Chamber proves again that the authorities   do not understand the importance of a transparent information policy.

         It is not enough to write dryly that "Works on these sites actually have been completed, but the Russian side does not recognize this fact, since the calculations are made not between the client and the contractor, but between the contractor and subcontractor, as well as that the state customer performed advance payments for future works".

         Citizens want to know what is the need of sub-contractors (it is clear   that a spare instance   raises the price of extra process), that was the reason for the advance payments, etc. If something is really done, and the Accounts Chamber   of the Russian Federation for some reason does not see to the point (it happens with all), you can shoot it with the camera and show on TV for the citizens to   look!

         Let  at least the Minister of Finance  speak on TV and do a thorough analytical review on what has been done and what not, and why  not done, so we also understand what is happening in reality.
And then in the public transport people will not talk about who and what amount  is stolen from the pockets of taxpayers. And the term "misappropriation of funds"  will stop teasing us with its mystery.
