Life Begins After the Inauguration

After the second inauguration of Bagapsh in 2010 almost nothing changed. Well, the ex – Prime-minister became a Vice - president, the ex - Minister of Foreign Affairs smoothly moved into his chair having left his position to a young deputy.
Well, little by little from the horizon has disappeared Valery Shalvovitch, whose appointment at the beginning of 2005 on the position of the head of the presidential administration shocked the society and gave up for expected reforms. But, certainly, the committee on reforms was established at that time, but it insensibly dissolved as a small cloud in the sky.
And the expectation of reforms became wearisome and almost fantastic, well, it became a dream after a cup of coffee on the seaside while aimlessly waiting for a golden fish.
However it turned out that the hope for reforms has lived even among military men. Last June, before the new presidential elections, in the Ministry of Defense there was a meeting of honored commanders to discuss the future of our country. During fierce debates the Minister of Defense Merab Kishmaria suddenly said thoughtfully: "Well, the first President gained independence, the second gained recognition. What will the third President do?" After a pause somebody responded "Reforms!" Having thought, the Minister agreed: "Yes, certainly reforms".
So the third President will have to take into consideration the mood of the society, though there is no money for reforms. But as Mauricia Jenkins used to say: "Life is much more important then money", Therefore at least, an order must be introduced in and a creative atmosphere be encouraged in the society to give a start for changes.
The country stood expecting new appointments. We have no large reserve of human resources, but it is possible to find decent and competent people. Both among adult and young generations in which they grew up imperseptibly and appeared as outstanding specialists with modern level of thinking.
From 26 September after the inauguration of Alexandr Ankvab the next reference point will start.
And with new appointments we will understand what to expect from a new president. It is expected that the inauguration will be modest to the limit, not to spare money for trifle and even there will be minimum of very important guests from Russia. This is not a bad beginning in the spirit of a thrift manager.
However economy is not the only virtue of a good ruler. No less than is important to have the skill of building a good team and determine top priority tasks.
As Ankvab defined himself at the meeting in August with Public Chamber: “Not sugar, but not strychnine”. But between the first and the second there are too many gradations.
